A bold vision for the future of Ntungamo District has been unveiled, with a Shs76 billion budget approved for the upcoming financial year. This ambitious plan aims to transform the district's landscape, prioritizing agriculture and infrastructure development to drive economic growth and improve the lives of its residents.
But here's where it gets controversial: the budget remains unchanged from the previous year, yet district leaders are confident they can enhance local revenue collection and strengthen service delivery. Chief Administrative Officer Fildeus Kizza assures us that new strategies are in place to boost internal revenue generation, despite receiving the same Indicative Planning Figures (IPFs) as last year.
"Our budget has not been reduced, and we are determined to increase it further," Kizza declares. "We have laid out strategies to enhance our revenue collection, and we believe in the potential of our district."
The main focus of this budget is on agriculture and production, particularly under the Parish Development Model (PDM). The district aims to empower low-income earners, helping them establish viable enterprises and lift themselves out of poverty. Additionally, the rehabilitation of key road infrastructure is a priority, ensuring improved accessibility and trade opportunities.
District Chairperson Samuel Mucunguzi Rwakigoba emphasizes the importance of infrastructure development, human capital enhancement, and climate change mitigation. The 2026/2027 plan also includes a focus on water and sanitation, and agro-industrialisation, with the PDM serving as the cornerstone of district development.
In the health sector, while improvements in service delivery have been noted, staffing and wage shortfalls persist. Dr. Bahati, the District Health Officer, highlights the need for additional resources, stating that the wage provision falls short of the total required, leaving a deficit.
Other challenges, such as inadequate transport facilitation, limited equipment, and staffing shortages, were also discussed during the workshop. Despite these obstacles, district leaders remain optimistic about the upcoming financial year, believing it will bring positive changes in local revenue collection, agricultural productivity, road infrastructure, and access to quality healthcare.
And this is the part most people miss: the success of this ambitious plan relies on the collective efforts of the community and effective implementation of the strategies outlined.
